A release candidate is basically the same as the upcoming official release. It is in a code freeze and usually only critically important changes are made to a release candidate. Hubbard's posting says:
If we break this into three checkpoints, each on a Monday, we have a full week for people to synchronize themselves on that RC and make sure that: a) Any bugs they reported in the previous week are gone and b) There are no new bugs they can find.
FreeBSD 4.3-RC1 is available via ftp://ftp.freebsd.org/pub/FreeBSD/releases/i386/4.3-RC1/. A CD ISO image is available via ftp://ftp.freebsd.org/pub/FreeBSD/releases/i386/ISO-IMAGES/.
