살펴 보니까 tcpd는 없지만 libwrap을 이용해서 telnetd 등등이
컴파일 된 것 같습니다. 이런 상태에서 tcp_wrapper를 포트로
강제로라도 인스톨하는 것이 좋은 것인지는 모르겠지만 방법이 전혀
없는 것은 아닙니다.

tcp_wrapper의 포트에 있는 Makefile에서 

.if exists(/usr/include/tcpd.h)
FORBIDDEN =	tcp_wrappers is in the base system
.endif

이 부분을 삭제하시거나

/usr/include/tcpd.h 화일을 삭제하시거나 하면 될 것 같습니다.

다만 FORBIDDEN이라는 문구가 맘에 걸리는군요.
